An organization can be represented by the departments and activities that exist to ensure the organization functions and delivers its required products/services to its customers.
No matter what department or activity is considered, the basic requirements that exist within the department, or activity remain the same and at their core, regulation/legislation has to be observed first, before considering the systems, the profile and training of staff and the means of monitoring that takes place etc..
